We've been talking a lot and he said it in a half joking way but was kinda serious. I'm not sure why he would randomly say that to me and wait for my reaction? This was during a text convo.

It means he cares about you and you're like his other half. My best friend is a guy and we've basically said the same thing just in different words. He and I are polar opposites, but we somehow always have something to talk about. He completes me and I complete him.
Either this guy sees you as a close friend or he's got a crush on you. Or he's playin' you.

some people feel half empty and when they find the right person then they are completed or even you are an opposite of him and when he says you complete him he means that you guys are perfect and compliment each other in that way.. does that make sense?
