if he ever catches me looking at him, usually he wouldn't raise his eyebrows. usually a smile or neutral face. he only did the eyebrows once, and then again this time

its weird because he is hot and cold. sometimes he'll look back and sometimes he won't. some days he says something to me but not always. recently past 2 weeks he hasn't talked to me i think my friend said something about me, but he did mutter hi a few days ago, and smiled at me and raised his eyebrows the other day

Yes I think it's possible. Just be positive. It's a risk summer vacation can change him and make him act weird. It's possible in the coming weeks he can come back to you. Never give up hope.

im not confident like he is, im very shy. the last time he asked me, he couldnt even hear my answer. I said,"i heard the same" (because my friend told me he likes me but i wasn't sure) and he was like, "what did you say? I hate sand?" and im like noooo and he's like you're SOO quiet. but would it be good to give it away so he knows, except i dont have to say yes? because if he likes me, it would be good, but awkward if he doesn't like me anymore

Well I think that if the person you like knows that you like them it kind of spoils it. I would just hang onto it for another month or two and if he isn't in another relationship by then, by all means go for it.
