Why did he raise his eyebrows when I looked at him?

I noticed this guy because once, as I was walking his way with my friends, I looked up and caught him, looking quite long at me. He hadn't any weird look on the face, he just looked kind (maybe it's his everyday face Idk). I looked away first.

Then I saw him another time the same day, I was walking and talking to a friend and he was leaning against the wall. I noticed he was the guy so I looked and when he 'caught' me, his eyebrows raises so his eyes kinda widened. Not like a flash, but during all the time of the eye contact. I was the first to look away. It wasn't especially long.

I don't know him but I know he's 1 year younger than me (I'm 16 nearly 17).

Do you think it has a meaning? If yes, can you tell me what should I do?

I actually just don't like makeup. If I look at people funny, sometimes it is because I think their style is weird, mostly their makeup. Sometimes I even think "she would look so much better without makeup".
