A guy can stare at you because he likes you, because you look good, but he doesn't like you, because he is thinking of something else, and happens to be looking in your direction, because he is angry with you, because he finds you look like an angel, because he loves you, because he's infatuated with you, etc. Usually, being looked at is good, as long as he isn't a creep.
