I see this a lot, “he’s shy or nervous, girls you need to make the first moves.” So she makes the first moves, and the shy guy rejects her. Why?

The shy guy is either not into her or too nervous. Disinterest may be perceived as shy. I've had this happen on more than one occasion and I'm definitely not shy.
