What does it mean if a guy says "I'm not going to hit you because I don't want to go to jail"?

It means exactly what he said. He won’t hit you, even though he would like to, because he doesn’t want to go to jail (and hitting someone could land you in jail). Not exactly rocket science... I don’t get what it is you don’t understand about what he said.
