"I'm not trying to hurt you" - He has feelings for you. He's not playing around or has no such hookup desires.
"I don't want to hurt you" - He's not ready to be in a relation as he's unsure about the future. He probably has no concrete plans hence he doesn't wanna commit which might hurt you.

That's more like a manipulative statement. Men who are serious don't make vague statements like that. They'd be pretty much direct about anything.

There's no other reason why a guy would say that. This 'hurt' word only comes into picture when either he has some sort of feelings or he's aware that you, instead has some feelings towards him.
