What does it mean when a guy says I won't hurt you?

I get along with a guy very well. we like each other and he sometimes kind of innocently flirts with me. This one day we were chatting after school and talking about volleyball and how most guys spike the balls and play so roughly and how all girls always are afraid of them when playing against them because they don't wanna get hit. And I said those ambitious volleyball player also always scare me a bit because I've once got hit by a volleyball right into the face 😂 and then he just replied with "I would not hurt you".
What exactly did he mean by that? Was this flirting again? or why did he say that?

I would venture a guess that he wanted you to know that were you ever playing volley ball against him he would NOT be one of those overly aggressive males. Was it a come on line, probably was. And he waited to see how you reacted. Although I might say something like that to let you know all us guys are not the same and some of us realize there is a time and place for different behaviors.
