Why does he keep watching me walk?

Every time I talk to this guy he turns around and watches me walk away. It’s not just after we talk but every time I walk past him. He won’t look at me or make eye contact when we are just walking by but his eyes are all over me when my back is turned.

After every convo, it’s the same thing.
He smiles at me and we go opposite ways but once he gets a few feet, he stops and turns around to watch me. I can hear his feet stop and turn around and see his reflection. One time he called me over to speak in his office and towards the end of the conversation he smiled and said thank, then turned away with his chair, away from me. As I turn around, he turns back around and watches me walk with a smile. I could see his reflection on the tv and the windows.
