I know it's odd but some guys, though certainly not all (and usually younger ones), don't know how to cope with their appeal/attraction to some girl's and almost as like a defense mechanism they will act is direct contrast to how they feel, because they feel vulnerable having feelings for a girl.
That being said, I don't know if that's the case with that guy, but it's definitely something to consider. If you don't talk to him really, then it does seem like him liking you might be the case, since people aren't really rude to people they don't interact with.
Yeah.. The guy annoying you on silly things has a big crush on you...

Regardless, assume they hate you, don't make the mistake of trying to appease someone who's method of showing attraction us treating you badly.
He may be a jerk or trying to get your attention the only way he knows how.
