Why guys are scared to confess their feelings to a girl?

Why do some guys are scared to confess their feelings to the girl they like and because they think that they have no chance with the girl. They treat the girl so bad and kinda bully her and stuff
I feel like they should try to confess and tell their to the girl they like what holding them back? And why be mean towards the person they like it’s weird

Why are girls so scared to actually make a move at all? Because whatever you may think, almost every single time, it's the guy making the move while girls just sit back and complain about what guys do or don't do.
