What is his staring problem?

My coworker loves to stare into my eyes intensely. One day I’m sitting down and he stands over me and just stare. He finally broke the silence by stepping on my foot. Like why step on my foot? And why are you trying to get me to look in your eyes. Need answers

Okay, well it’s hard to say. I don’t think I ever aim for uncomfortable eye contact or intentionally step on feet. If he’s playing some kind of mind game to freak you out that’s not good
