he's been saying rlly romantic stuff when i tell him im just gonna go to eat or sleep and he says he misses me and can't wait to talk to me again. Im just confused like would u say all this to someone u consider just a friend?

Not enough context for me to understand. Unless you're obvious as if you're the stereotypical blonde, you clearly know he likes you. If you're just considering him your friend and you know you don't like him like that, then it appears to me that you like the attention and that's definitely not good.
