A lot of guys are intimidated by pretty-looking girls. You have to initiate interest in these circumstances - look friendly with a slight smile on your face (i. e. look approachable), and don't be afraid to make eye contact with guys first.
It's because a guy complimenting a girl's looks means way more than a girl complimenting another girl. If a guy told that to a girl, by default that would look like he wants to flirt, meanwhile for girls it's just something casual. As a result, most guys only do that on special occasions or are too shy to do it at all.
Don't worry about guys not liking you, as it has nothing to do with your looks, but more with the way society perceives compliments.
Could be many reasons for this. Maybe you seem unapproachable for some reason. Maybe you're intimidating. Maybe you're TOO pretty. Maybe not pretty enough.
Girls are being polite and guys don't think you're pretty.
