No - it means women who are focused on their family rather than on their career - at least while their children are young. Many moms won't have a traditional "work outside the home" job while the kids are little, but many still do things to earn money. Some run daycare and take care of a few extra kids. Some will have a small side business/hobby that makes extra money. And some have enough to do managing the kids and the home.
Most will take on some kind of job once the kids are old enough to be at school 6+ hours a day. There are real estate agents, hair stylists, etc. The woman who makes all of my logoed work clothes (shirts, hats, jackets, masks) does that from home, and makes a good money. But they typically work part-time, 20-30 hours a week, so that they have time to deal with the kids, and they often have jobs with flexible schedules, so that they can take a kid to a doctor's appointment, or attend a soccer game or a band performance.
What traditional women AREN'T doing is working 50+ hours a week at a corporate job, and they usually aren't living in a major city, eating at restaurants every meal, etc. and forgoing a family (and often a relationship) to do so.
