Guy came up to me twice to compliment me, but hasn’t asked me out yet. Why?

Today at the gym some guy came up to me sort of out of his way and told me I have really pretty hair, and stares at me long whenever he sees me, and a few months ago he told me I’m gorgeous. However it doesn’t seem to progress past that. What does he want?

That is 100% false. If you expect to just do nothing you will be waiting for a while. At the very least you need to let him know you are interested. It's not all up to him.

You just don't want to face rejection, and use that as an excuse. It's cool though, good thing most guys can handle rejection. We pretty much have to unless we want to be alone.
