You canceled the date so it was your job to reschedule - I emphasize on "your" - Because it is - If I was you I'd ask him out now - You don't have to plan anything - Just say sorry you didn't reschedule because you thought he would and then talk it out.. We're all humans so it's much easier than you might think
Because that’s your job. If you cancel then you suggest a new day and time at the same time you cancel to show that you’re actually interested in seeing this guy. Like ”I’m so sorry but I won’t be able to make it to our date on Monday because … How about we reschedule for Wednesday 4 pm?”. That’s an example of how you cancel properly. You don’t just cancel and leave it at that if you’re interested. Why would he chase after you if you’re the one who cancelled?
He probably doesn't want to bug you and is waiting to see if YOU are still interested.
You'll have to initiate to reaffirm that you do, in fact, want to go on a date.
Not trying to start a fight just trying to inform. But this is a problem with a lot of women. They take the whole "guys are supposed to initiate to an extreme". Guys are people to. You cancelled, and you may have had a very good reason. But the simple fact of the matter regardless it comes off as rejection. You cancelled ergo now you have to make the first move. If a woman cancelled on me I wouldn't ask her out again. No way!

He probably doesn't get the impression that you are interested in him romantically. How did you cancel the last plans? Is there any reason you don't just ask him out yourself?
I guess you were never taught that when you cancel you reschedule (if interested). It's on you.
He probably thinks you're not interested anymore because you cancelled your date with him without actually rescheduling.
He may suspect that you are not interested afterall.
Ask him out for a date for a change.
