It depends on the circumstances- you're not going to notice a girl's butt if you're first approaching her from the front. And even then, it's less consistent than you'd like; sometimes, you see and even interact with a woman, but don't notice her in a sexual way because you're focused on something else, and it only clicks later.

I notice face and body shape (especially hips) first. If from the back, it's the ass.
