What is he trying to do?

So I've been in a situationship for a while now. He always tells me that he "loves" me but I don't really believe it. Anyways, last week we went out to a party and all of our friends were flirting with other people. The next day, he said that our friends flirting with other people were cringey and asked me if I got anyone's number and met with them. I said no to his question and I jokingly told him that he would flirt with other people as well and that it is noral. He told me that he wouldn't do it in front of me because it would "offend" me. It was really weird for him to say that after all why would he say such thing if he is so concerned with offending me? A few days later I told him that his comment about offending me was quite weird. And he just laughed it off and said that we should have a competition where the first one to go home with someone wins. I really don't understand what he is trying to do, is he trying to make me jealous? If so it is a very stupid way to do so.
