Why does he stare and then look at his phone?

So there is a guy I really like. I’ve caught him so many times looking at me. I smile at him but instead his reaction is he would look at me a few seconds, looks around and then he immediately looks at his phone. Today I sat almost next to him and he kept looking my way and made eye contact with me several times but he wouldn’t talk to me and instead he would look at his phone when I would caught him. Why would he do this?
