Why would a guy stare at me and then focus on his phone?

I don’t know the guy but I see him almost everyday at the park. Yesterday I sitting down with my brother and he was at the bench next to me. I noticed he kept looking at me and so I smiled. But then he looked at me intensely serious for a few seconds and then he looked at his phone. But he wouldn’t stop looking at me and my way and then look at his phone. It got to a point that he got up from his bench and moved to the other side of the park. I like the guy but I don’t know why he would act this way? Any ideas of what I should do?

I'm going to be completely honest here girl. I think maybe you'd need more signs to determine whether he likes you. Because looking at his phone doesn't mean anything. Everyone looks at their phone regardless of the situation.

Now, him smiling and looking could mean attraction, but it could be he's a nice guy being friendly. It's not necessarily positive or negative, maybe look out for more signs from this guy if you want him.
