Will I likely get my hours cut if my coworker just became the new leader and is in charge of how many hours everyone will get?

If you have to ask the question, then there is doubt in your mind if your co-worker IS going to do the right/fair/moral thing. You said you worry about her giving the time to her friends (instead of spreading the work evenly to everyone, I assume).
When ever I have been involved in a change of management/boss/owner, there has ALWAYS been some sort of change. Does this mean that there DEFINITELY WILL BE change where you work? Not necessarily. Just be prepared with a "plan B" if your work time is changed. Keep a journal and document all the changes, just in case you need it in the future.

I work retail with ghetto people. We have hr but nobody takes anything any rules like that seriously except if someone gets groped

If HR is doing something illegal or NOT doing something that they SHOULD BE doing - either for State laws or Federal requirements- you can report the actions or lack oil action from the HR department to the state or fed labor board. In the meantime, start looking for a place to work where they treat you better.

@Jsisdbfwis Four out of five stores in our area- from ice cream stands to food stores and hardware stores- are hiring. I used to work for a large company that owns some spas and they treated the workers like crud. (There were always workers trying to work there because the company had a "well-known name. People just aren't aware of lousy we were treated, Unless you were a really cute babe- to them the company would give them just about anything. I'm glad I left there.

I'll be honest part of it is that I lost hope I will even find a job that doesn't have jerk managers and or coworkers. Narcissistic nightmare people seem to be an infestation on earth.
