Is he into me or not?

One minute he's staring at me making jokes and the next he's ignoring me won't even talk to me for days im confused... he's older than me and is my neighbor so its kind of hard not to see each other but I still see him look at me every now and then even though he doesn't talk to me.

Given the info here, and the fact that we aren’t in his head, there isn’t a way to know with certainty if he’s into you or not. You could be direct and either make a blatant move or ask him yourself, but since he’s your neighbor I’m guessing you don’t want to risk rejection and having to see him often afterwards. So all I can really suggest is waiting it out to see if he does anything more blatant. If you’re sick of the cat and mouse, and neither of you are willing to approach the other then I’d just stop it altogether. Who wants to play those mind games all the time?
