Here are the reasons i think he likes her
-Anytime she calls, he gets excited and answers the phone
-He smiles and stares at her ( when she’s talking)
-She has this old crappy car that she no longer uses bc she got a new one and everyone he sees her he asks her to buy it (he’s a car salesman). She says she doesn’t want to but i think he just uses it as an excuse to talk to her.
- Last Christmas we were having a get together at his apartment and she came over, and fancied his roommate so they were talking and my boyfriend got so upset. Like he was really mad. He even thought his roommate went to my sisters house to have sex but he just went to the store. He was tripping. He said it’sbc he didn’t want them getting close bc he doesn’t trust his roommate. my sister is a single mom and his roommate does questionable things asks is basically a loser so I don't know shoot this one.
-she has an accent and he is always mocking her (he does like to do different accents)

It just reminds me of when boys used to like you in grade school.

For starters try to distance them from each other without being obvious. Meaning don’t invite her over. Don’t hang out with the two of them together. Keep her calls and texts private. If he goes out of his way to talk to her or see her then there’s your answer. If you still think he has a crush on her flat out tell him about it. He’ll deny it of course but look for how he responds to it. And the situation with his roommate, doesn’t matter how much of a bum he is your sister is a grown women who can make her own decisions. He shouldn’t have an opinion on possible suitors for her. Tell him mind his business and let her live her life.

he definitely wants to bang her. he is just not able to and is taking his frustration out on others. the fact that he is a car salesman definitely doesn't help. maybe one day when they're both together and you're witnessing him drooling over her you can say in a joking tone hey why don't you guys just a get a room or do you want me to leave you both alone to get comfortable? something to that effect. this should really give him a shock and maybe he will stop. Is your sister interested in him? if not I wouldn't worry... what are the chances she would put out and why would she go after a loser?

He likes her, definitely. Does that mean he'd cheat? Not necessarily. Heck, he might not even RECOGNIZE he likes her. It's kind of a difference between men and women that I had to learn from my male friends. We think about EVERYTHING we do - the looks we give, the way we dress, etc. They don't think about it at all! He's probably not comparing the two of you, or fantasizing over her, just passively enjoying her company.

Right now it honestly just seems like he cares about her, the way you would care for a friend or a sister. I intend on having a close relationship with any of my partners siblings, whether they are a man or a woman. It would probably look something like that.

If there is something going on, I guess it would be more obvious in the long run. But I don’t see any red flags here

If he's not attractive to her, he would hate looking like a simp for someone 'ugly' and back down immediately. Of he does like her, he'll get defensive etc. If he has siblings of his own, casually point out why he never acts like this around their 'issues.'
