There's a few scenarios:

1.) He's just teasing you, and leaving you wanting more.

2.) Has an exclusive relationship, but smiling certainly isn't cheating.

3.) Is so stressed from work, that they don't want to deal with a possible rejection during a rough day. They rather play "the long game" and "plant seeds".

4.) The guy can't work up the confidence to talk to you. Even the most confident men encounter days when smiling, but not taking action is common. Many men simply can't work up the courage.

5.) He might be the type of dude who wants women to initiate the conversation.

6.) Might not be looking to date, but is still attracted to you.

7.) Dating apps have ruined meeting people in person. I encounter this with women all of the time.
