My coworker said that I have a dirty mind during a meeting, and in front of manager. Is this appropriate and how would I react?

You respond, "I want everyone in the room to know that Jim and I barely know each other as work acquaintances only, so he has no idea what he's talking about. . . and we will NEVER know each other as anything other than work acquaintances. I presume that his statements are just the product of his fantasies."

No it is not appropriate at all. I would privately inform him that you found it obnoxious and out of line…if it persists report him to Human Resources.
