If anyone would do that, that simply would mean that those people are immature and have a lack of personality and character.

As an adult, you have other options to let a person know that you are not interested in him/her than to have such childish behavior. If any adult does that to you, then it simply indicates that they have never grown out of childhood because normally children and people with little education would do that.

Unless of course they want to hurt you on purpose as a means of retaliation. If one is not interested in that person, a simple "not interested" or "no" will usually suffice. Now, I am aware that a lot of men have absolutely no idea what those words mean and still attempt to hit on you. In that case, I could imagine that these tactics are used to get the message across.
