A bigger indicator of whether or not he wants to try again would probably who dumped who at the end of your relationship together. If you dumped him then he probably isn't over you. If he dumped you, then he probably just misses getting attention from you, but has no actual interest in going back completely. If that's the case he possibly uses you to replicate the emotional bond that's missing in his life while he has sex with random women.
