my neighbor said "hello beautiful" to me. I'm just wonder if he actually means it or if he just saying it kinda like when guys commonly say "hey babe" to every girl he meets which means nothing cuz he says it to everyone

There's only four women in the world I ever greeted that way. My two ex-girlfriends and my wife. And in the case of my ex's never since we broke up.
The fourth is the daughter of my best friend. She's 13 now and the only way I'd care about her more would be if she was my daughter. Her father left while her mum was pregnant and she's had a really fucked up childhood. I just try to be a shoulder she and her mum can lean on when they need it. At her mum's request I'll be the one who quietly encourages the boys to behave like gentlemen if they want to date her.
I consider it an honour and privilege to be in that position.
It's probably just a general greeting, but it could also indicate that he's physically attracted. There's nothing in that to suggest that he's ROMANTICALLY attracted, though. It doesn't mean he isn't, but just because he might want to bang you doesn't necessarily mean he has any interest in dating you, much less committing to you.
Unless you're interested in either a relationship or just casual sex with him, does it really matter anyway?
