Why does a guy copy my movements and stare at me?

this guy stares at me a lot when I’m not looking and copies everything I do like when I lay back on the chair he does the same and when grabbing something from my backpack he does the same

When he sees me from far away he stares at me for 10 seconds and doesn’t look away when I catch him and we make eye contact until I look away

What does this mean
