I have mixed feelings about being called cute. It feels a bit emasculating, being compared with small child or a puppy. For girls it is different, even if they might not want to be seen as small and defenseless either.

I have no idea. I would guess since it's not a compliment often used on guys. Its usually reserved for women so it might just feel weird to guys.
