Yes it is a red flag especially if there’s no explanation for why he hasn’t. Have you suggested that you want to see him again? I would express it, see what he says and then go from there but honestly if that were me in your shoes, I would’ve lost interest

He does not say a real reason I just say we need to plan our next date he say yes but he does nothing. I asked if we can call each other this week he did not want to do it that day and suggest we can do it next days bit he did nothing again.

I would ask him, what his intention are if he is interested in you or not. It sounds like he is because he has kept in touch maybe you should as him on a date he may not know how you feel about him and needs reassuring that your interested in him.
