That's non-sense and any other information you got from that source should be reevaluated. Men will generally have longer strides, higher cadence, and better cardiovascular endurance because testosterone.

The world record times for a marathon are almost 15minutes in difference between men and women. That's an insurmountable difference.

The average time for women is higher because the pool of numbers drawn from are of a smaller and likely of a higher tiered athlete on average, creating for a higher medium. While the numbers drawn for men, consist of a far larger pool of applicants, and likely more average runners, in turn bring down the medium.

If you look at overall stats in the listed timed runs for distance, men hold a fairly stable lead in all categories.

Lastly, your observation likely doesn't take into account age and height. At 15 years old you're roughly the same height on as your male counterparts.

That's because walking speed is determined by physical features and using them in a way that minimizes energy expenditure. Mass and lower limb length influence walking speed, and in general, men tend to be higher in both.

It varies. I have walked with women so slow that it drove me crazy. And there were others it was extremely hard to keep up with.
