I've seen short men go long, decades even, without a relationship. Short men that should have been in a relationship, play the game, try hard, find excuses why they won't find people. But tall men can effortlessly date so many women without those women even knowing about each other.
How short is the man? Women on average are about 5'' shorter than men, so it will usually be possible to find a woman who is a bit shorter.
Only very few short women have a fetish by which they are looking for an extremely tall guy. Most want a guy who is just a bit taller than themselves, but not too tall, either.
So if the guy is 5'7, for example, it will be no problem. Lots of women ate 5'5 and shorter.
Could it be that this man is also shy and has difficulties talking to women? That could easily explain why he remains alone.

Most couples in general are roughly the same height as eachother, and in cases where noticable height differences exist, they are usually not deciding factors in the relationships, but rather irrelevancies or inconveniences, and most people are 5' 5" to 5' 9", being taller or shorter than that is far less common.
Women want to feel protected by their man. This is biology. It's been this way since the beginning.
So women will prefer men taller than them at least (straight women) but the 6 feet thing is dumb. A man who is short for his height can still be tall for a woman

Plenty of short men have partners. My brother is short and he has women chasing him. Consider seeing a counselor willing to be a dating coach.
Mythology. I know a lot of men under 5'8 who get women.
