There is a guy out there whom I have been with on and off for six years. I have broken up with him several times but each time he comes back and tells me he loves me.
Would a guy keep coming back if he was only after sex? Is he telling the truth when he says he loves me?

If the feeling of wanting to separate wasn't mutual, maybe he does love and/or miss you.

But if he's just coming out of the woodwork every now and then to hit you up, I would agree that it's just for sex.
