Why would he approach me 3 times but not ask for my number?

Maybe he doesn't think he is getting the right vibe from you. See here is the thing, when you approach a woman and have a nice conversation... you only get that one chance to ask for her number and if she says no then it is over.

Here is true story. I know this woman at work. She asked me to visit her at her desk some time, I went to her desk we talked... I said if she would ever like to do something outside of work that would be nice. She invited me to a group event, even gave me the time and date. When I showed two days later, she acted totally surprised and shock I actually showed up, and the whole thing was weird. It was an awkward night for sure... so, WTF was that about?

So thats the type of things that happen to men from time to time. You meet woman and you talk with them, everything seems really cool, you think you got all the right signals, signs and vibe... you ask them out and it get completely awkward. That shit fucks with guys minds. So, he is probably not getting the clear green light signal from you, so you should just offer him your number next time and ask from him to give you call later.
