Guy keeps standing me up?

This guy I’ve been in a situationship with off and on for years stood me up 3 times recently.
We lost touch (I had a boyfriend then broke up) but recently matched online. He would basically text and sext with me non stop, wanting me to go on vacation etc. but then we would set up a date and he would set me up.
I thought he was totally interested because he said he was glad we matched and was pumped to see me. Was he just liking the ego boost for attention, and had no intentions to actually meet?
