Help my hot new neighbor might like me?

So I was walking outside with my dog and this new guy that moved into my building came up to me and introduced himself to me then later that week I saw him again and he asked me for my phone number for when he goes out of town to watch his dog. I saw him a few days later and he asked me what I had planned for the weekend and he told me that him and his friends were going to the pool if I wanted to go but I was going to be out of town. Fast forward it’s been a few weeks since I saw him until today and he asked me what I was doing this weekend and I told him nothing much and he asked me if I ever been to a football game in town and I told him no and I asked him if he's been to one and he said no and I told him it would be fun to go. I just don’t understand why he didn’t ask me to go when I always see him checking me out multiple times. He always makes eye contact and he always ask if I have plans on the weekend. He always makes fun of my pet too I think that’s his way of flirting with me I’m not so sure? Should I ask him out? Does he like me?
