Why would someone refuse to commit to someone yet go out of their way to make sure you stay in their life and continuously keep tabs on them.

That is confusing... sometimes it's just because they jealous and don't want you to be with anyone else. If you know that they will not commit just cut the cord. It's no point in hanging on waiting for something to happen. They are just delaying you moving forward.
