How do I know when a guy likes me back?

First off I wanna say this, I don’t want negative comments from boys, I’ve seen a lot of boys on here make a girl who asked a simple question feel stupid I don’t need that.

Anyways I am in love with this guy who at times I think he likes me back but then at other times it seems like he doesn’t. If I ask to hang out we have a blast flirt with eachother etc, and just the way he looks at me makes me feel it’s mutual but if we are not hanging out we don’t talk, we don’t text nothing.

He says and claims he’s attracted to me but only wants to be friends and after the conversations I’ve had with him, I think he does feel the same way he’s just scared? I don't know.

He makes his friends a priority a lot of the time, if I wanna hang out he’s busy bc he’s with his friends 24/7 of everyday, part of me thinks like if he really liked me he would make time to see me you know.

I feel like I’m overthinking this and the answers right in front of my face but I just can’t seem to see it or I do see it but am choosing to ignore it I don't know.
