What makes you say 'I love you' to a woman?

Today I was told twice by a guy that he loves me.
Although it seemed more of a friendly kind of 'I love you,' I joked 'yeah, I can see that,' but he repeated himself saying 'but I do love you'.
How serious do I take this remark? Is it just a general sense of comfort that he's making me aware of?
I felt it was quite odd to be told so randomly.
The two of us are just friendly and as far as I'm aware, he's seeing someone.

I used to think the same way, but I kinda learned to take it face value even if it doesn’t make sense or so early if someone says it. Like in their own way, they do love you from how much they know you. But he is seeing someone else, as in taken? Then, it is very off putting & uncomfortable situation even as a joke or being real. It’s up to you if you wanna ask or put boundaries. I’d probably do both.

It sounded like he was pretty serious about this. You should not make a joke of it. I dated a girl for a while. It was just crazy how fast I fell for her. After about a month or so one night I got really carried away with her and I told her that I was in love with her. She told me that I was crazy. All these years later it still stings.

Thing is, I've asked him to hang out before, but he declined because he was dating someone. I don't know where that relationship is at, at this point.

But it's not like he really tries interact on a more personal level, other than regular conversations, usually with a lot of laughter.

Sometimes I feel like he says such things because he likes me, but is probably in a difficult situation with his current partner. I don't know.

I'm just genuinely confused about the fact that he mentioned loving me twice. Something he suggested a couple weeks ago as well, but didn't say too much about it.
