Dang, I dunno. It's hard to say what's really going on with his staring without talking to him about it. He could just be shy and not know how else to show interest without being the one to initiate conversation. Or he might just be looking without expecting you to say anything.

Shy guys can overanalyze things too. Like maybe he looks cause he likes talking to you but worries you're not interested if you don't go up to him first. Or he's just curious what you'll do when you walk by, not that he's expecting you to speak up necessarily.

The fact that you're one of the only girls he talks to might mean something deeper than just being friends too. Only one way to get a real answer - next time you see him, give him a smile and say hi first to test the waters. His reaction will tell you if he's happy you made the effort or just casual.
