My boyfriend broke up with me yesterday and blocked me on everything. Then today he unblocks me and tects “I hope you’re doing ok, sorry”. What does this mean and why would he send it?

He means he's sorry and he hopes you're doing okay. That's what it means.
Just kidding. It possibly means he actually regrets what he did. It was a spontaneous action out of anger or annoyance. And now that he calmed down, he realised his mistake.
Otherwise, if he didn't like or love you it would have been good riddance. Instead, he's wanting things to be back normal.
Bonus tip: if he broke up like that even out of anger, it's possible in future he'd do it again.
