No that alone doesn't make you clingy. Now if you were to keep bugging him about calling then yeah but just saying that doesn't make you clingy at all. I feel quite the opposite. You are putting the ball in his court. I think that you should wait tho. Don't message until he does. As for whether he will call? I have no clue. I would need a lot more context to the overall situation you have with this guy to make an educated guess if he is going to call you. Maybe the simple "ok" was because he was busy at the time? Could be a lot of other reasons he just said that.
