Why he always acts interested and asks to see me or ask when I'm back in his country again if he doesn't fall through with the plans?

No worries, who is this guy to you? If he’s a friend then maybe he doesn’t think there’s expectations in place, kinda how you’ll tell a friend you should go have brunch and catch up but never get around to it. However if he’s someone you’re interested in pursuing romantically then I think this shows how his priorities are arranged, and meeting up with you isn’t one of them. You want the guy who makes a real plan, not just loosely saying you should meet when you’re in town. That’s what friends do. He’d set some sort of date or outing and be sure he sees you since this is LDR, he’d take advantage of the little time you have together. In his defense I could say you aren’t asking him out either when you’re in his country, which you totally could, but since he’s the initiator I think burden of planning would be on him.
