If I had plans with a guy and he ends up canceling at the last minute, who should be the one to initiate the plans next time, him or me?

Him, unless it was something weirdly specific like you using your connections to get a spot at an exclusive restaurant and he said "I'm sorry I can't make it, but I'm down to go as soon as you can get us in again."

If he cancelled he should have rescheduled at the time he cancelled. It is definitely on him to handle everything for your next date. I doubt there will be a next date though.

I think whoever cancels the plan should initiate the next plan, but I don't think it is a big deal. Either person can initiate.
