I have rejected him previously. 4 years later he jumped into another and got cheated by the girl twice.

Now I moved back to hometown and is trying to talk to him. Mostly to apologise for being rude. I have also developed a romantic interest with him. But he thinks it is all a sillyjoke of mine.
