He has told everyone in office that he has a girlfriend but to me he said that she is his best friend why?

The people in the office are not paraphrasing, yes? They specifically heard him say in no uncertain terms that he does indeed have a girlfriend?

And then, he tells you "she's just a best friend?"

If this is all true, then he is being deceitful towards you on that front. His motives are currently unknown, but he could be trying to see what you're like. Give you the impression he's not in a relationship in order to win you over and dump her. (This is just a theory)

It is rarely okay to tell a lie, and this is one of those instances where lying is still bad. I have no idea why he would cover up having a girlfriend from you unless he wants you to have the idea that he's single (which would mean he'd want to be with you)

But you shouldn't take that bait, of course. If that's how he acts in a relationship it might happen to you as well. He's having his cake and eating it too.

On the other hand, as someone with a female best friend, people often think we're dating when we are legitimately not dating. I never tell anyone I have a girlfriend in any capacity, and yet some people still make that assumption. This could be potentially happening to him as well but without more evidence or asking questions, you may never know. You could become an internet detective if you care enough to do so, maybe find a social media of some sort to find her, but that's a lot of effort for a coworker you're not dating.

So, he's either lying, or other people are misinterpreting what he said. Both situations suck in different ways.
