Guys, He complains that we’re not having sex, but when I want to have it I always get rejected?

We have a unique situation. We met in July, he dumped in August then came back in October then wanted a second chance in October (which I stupidly gave him and now I’m questioning why since now he’s starting to pull away). I really like this guy, but we haven’t slept together yet. We both want to and he’s complaining that we’re not having sex, yet every time I tell him when I’m available to see him or we try to plan something, there’s always an excuse. Two weeks ago we were supposed to have dinner and then have sex, his dog got sick so we cancelled (which I understood), then the next week he cancelled because he said he was tired. Last week we saw each other, but no sex because my period came at the last minute (sorry if that’s TMI, but I don’t like to have sex during that time of the month), so we sat through dinner and the whole meal consisted of me listening to him complain about how we weren’t having sex, but every time I bring it up and tell him that I want it also, he backs out and tells me, he doesn’t have time because of work or some other reason. In addition to that he still texts me “good morning beautiful 😘😻😍” every morning and “good night cutie” before bed at night but every conversation in between is initiated by me and he barely carries it. I’m to the point where I’m started to feel very hurt, unattractive and unwanted. What should I do? Should I talk to him or is it even worth it? I’ve asked him if I annoy him or if he did anything wrong and he answered “no” to both questions.
