Why would a guy follow u with his eyes?

i was walking with my friends and this guy (that i thought liked me but ghosted me) he was sitting alone on his phone , i was with my friends. and he made that intentional eye contact looking into my soul he didn't look away until i passed by. he folowed me with his eyes , there is noway he didn't feel anything. i just wanna make sure is this normal? if not id just get over it ig.
